Professional Summary

Mr. Sablan has eighteen (18) years experience in environmental, land use, urban, and infrastructure planning. Mr. Sablan has prepared and processed permit and environmental compliance documentation for both private and government clients. Mr. Sablan has completed numerous environmental site assessments, feasibility studies, natural resource surveys, wetland delineations, environmental impact assessments, monitoring efforts and planning documentation consistent with Federal, local and industry guidelines. 

Mr. Sablan understands permitting processes and approval procedures for the development and construction of various types of projects. Mr. Sablan has participated in numerous water well, water, and wastewater planning and development projects. He has fulfilled construction management inspector and field technician roles in numerous utility projects and environmental investigation, remediation and monitoring jobs. Mr. Sablan has represented clients before the Guam Land Use Commission consistent with project and development permit approval.  

In 2002, Mr. Sablan established a private consulting service and has focused on providing clients with a broad range of services that draws upon his experience with regulatory compliance, NEPA compliance, site assessments (Phase I ESAs) and studies, wetlands and biological surveys, environmental permitting, monitoring and environmental impact assessment and environmental planning.

Goodwind Development Lot No. 56-R1NEW Talofofo - Wetland Delineation and Flora and Fauna Survey

Environmental Project Manager and field lead responsible for the completion of a flora and fauna survey and wetland delineation of approximately 100 acres in southern Guam.  Identified jurisdictional wetlands within the subject property which included forested, farmland and ravine habitats.  Provided a list of flora and fauna resources found on the site which included both terrestrial and freshwater habitats (Togcha River) and completed both wetland delineation and flora and fauna reports for use during the project approvals process.   

Upgrade Northwest Field Infrastructure, Phase I AAFB Guam – Brown and Caldwell

Environmental Planner/Specialist working in close coordination with and a multidisciplinary team to complete a Functional Analysis Concept Development plan for upgrades to various utilities proposed for the NW Field area in northern Guam.  Provided analysis of environmental, operational, physical and regulatory constraints relevant to the proposal to upgrade infrastructure on an existing military base comprising of active training, communications, munitions storage, infrastructure, airfield operations, special status species and recovery habitat, areas, remediation areas and safety/buffer zones. 

 

Navy Kilo Wharf Expansion Project Environmental Planning/Monitoring – US Navy Apra Harbor, Guam

Environmental Project Manager responsible for providing contractor support for pre-construction environmental submittals including marine and terrestrial Environmental Protection Plan documents, Solid Waste Management Plan, Stormwater Pollution Prevention Plan, Project Monitoring Plans and other pre-construction planning documents.  Provided close support to the prime contractor and the US Navy ensuring compliance with project permits requiring 24/7 marine water quality, natural resource and BMP performance monitoring during all phases of dredging and in-water construction activities.

 

Northern District and Hagatna Sewer Treatment Plant Outfall Extensions – Guam Water Works Authority

Environmental Planner responsible for the acquisition of all Federal and local permits for the installation of new outfalls using Horizontal Directional Drilling.  Concurrently prepared project Environmental Assessments to comply with requirements under NEPA.  Prepared US Department of the Army Section 404 permit application, Guam EPA Section 401 Water Quality Certification, and Federal Consistency Determination under the Guam Coastal Zone Management Program.  Developed project Environmental Protection Plans and Preconstruction Assessment reports and other project support documentation to facilitate project approvals. 

 

Coco Palms Resort Swimmer Safety System Permit Acquisition – Baba Corporation/Urunao Resort Development

Environmental consultant responsible for successfully obtaining all federal and local permits to install a swimmer safety barrier system at a ecosystem resort facility located Urunao, Guam.  Developed a project Environmental Assessment and supporting documentation to acquire approvals from the US Department of the Army, Guam EPA, Division of Aquatic and Wildlife Resources – Guam Department of Agriculture and the Guam Seashore Protection Commission. 

 

Agfayan Bay Bridge Reconstruction Project – Department of Public Works, Government of Guam

Environmental planner responsible for the completion of Biological Surveys and wetland delineation at Agfayan Bay Bridge in southern Guam.  Prepared Project Environmental Assessment using FHWA guidelines to satisfy requirements under NEPA.   Drafted relevant permit applications, Federal and local, to obtain approvals for the replacement of the entire bridge structure.

 

Long Term Vegetation Monitoring on Six (6) Installations - US Navy, Guam

Project manager and field lead for the completion of vegetation surveys at a total of 42 locations across the island to assist the US Navy with resource management responsibilities under the Sikes Act.  Planned and executed all aspects of the field data collection effort over a 6 month period.  Managed a team of field biologists during the acquisition of qualitative and quantitative data and data translation for reporting purposes.  Developed a final report for the US Navy detailing findings related to a variety of predetermined data fields for each of the 42 individual locations. 

 


Saipan Shoreline Classification Project – Coastal Resource Management Office, CNMI

Completed field surveys of over 1,600 parcels on Saipan’s western coastline.  Utilized the American Planning Association’s Land Use Classification System to characterize each parcel in terms of development level, land use activity, site characteristics, ownership and other characteristics.  Developed a report and a Microsoft Access database for incorporation into the agency’s Geographic Information System.

 

Various Phase I Environmental Site Assessments – Guam.

Environmental Specialist responsible for completing numerous Phase I Environmental Site Assessments on Guam consistent with ASTM standards.  Industrial, residential, and commercial land use properties were investigated for recognizable environmental conditions.  Reports were completed for private, institutional and commercial clients.

 

Wetland Delineation of Lot No. 155 NEW-R1- Yona

Wetland Delineator responsible for all aspects of developing a wetland delineation map for the subject property for a housing developer.  Provided all project management, field data collection and agency coordination, survey and report generation services to the client.  Obtained agency approval for wetland delineation of the over 70 acre property allowing the client to refine project plans and move forward with permitting activities.

 

Guam Environmental Protection Agency Pre CERCLIS Database Development.

Subconsultant responsible for the development of a database containing potential hazardous waste sites on Guam.  Conducted archival research, numerous personal interviews, solicited responses (through the use of Freedom of Information Act requests) from various local and Federal government agencies, and commercial entities.  Participated in three (3) public hearings to obtain relevant information from the general public.  Conducted Pre CERCLIS screening of each potential site for possible inclusion in the Guam CERCLIS inventory.  Supervised the development of a digital database to provide pertinent details for all candidate sites.

 

Earth Tech / US Navy CLEAN II Environmental Services. 

Participated as a field technician during investigative activities on numerous former US Navy properties.  Conducted research, sampling and monitoring duties to determine the environmental “condition” of properties on the former Naval Air Base at Tiyan, the Naval Facilities and Communications installation in NCS and a number of smaller military owned parcels throughout the island.  Fulfilled inspector responsibilities at the Tiyan rifle and pistol ranges during remediation and removal activities.

 

Mobil Oil Guam Merizo Service Station Site Investigation and UST Decommissioning.

Environmental specialist who conducted field investigation activities to determine the extent of contamination on a dormant automobile service station.  Carried out all field activities and documentation including drilling, sampling (soil, ground water, hydraulic oil, and tank bottom and rinseate), monitoring, UST decommissioning and field documentation.  Developed a site investigation report and conducted all regulatory correspondence on behalf of the client.

 

Chalan Pago Former Exxon Service Station Site Remediation Operations. 

Periodically perform operator duties at the CPFE fuel remediation site.  Activities and responsibilities include operation and maintenance of SVE, sparge, and air stripper equipment installed at the site.  Daily monitoring and record keeping is required as is periodic air and groundwater sampling.
